IGNOU MPAP-01 Project – Armed Forces in Disaster Management

India has been traditionally vulnerable to natural disasters on account of its unique location and geo-climatic conditions with floods, droughts, cyclones, earthquakes and landslides being a recurrent phenomenon. About 60% of the landmass is prone to earthquakes of various intensities; over 40 million hectares is prone to floods; about 8% of the total area is prone to cyclones and 68% of the area is susceptible to droughts. In the past two decades alone, thousands of people have lost their lives and approx 30 million are affected by some form of disaster each year.

Objectives

• To study the role and organization of the armed forces in disaster management, and coordination of military assistance
• To examine the institutional and legal framework for managing disasters
• To study the functional linkages and disaster response between states and central government
• To give prognosis and recommendations for adopting a coherent strategy for the future
