Man has come a long way since the stoneage in developing the massive industrial judgement of today. Manpower is an asset to be developed not any waste to be garbage. Both low productivity and under employment are the two main factors, which contribute towards the low economic status of people. It is no secret today that both low productivity and underemployment originate from inadequate emphasis on planning manpower. In fact the later causes the former to a great extent. Manpower planning is not just a complex number game. Perhaps, it is very much concerned with the way manpower is utilised. It deals with the optimum utilisation of capacities inclinations.
