Section-A

Answer the following questions in about 700 words each. Each question carries 20 marks.

1. (i) “The overall welfare of the society essentially depends on the individual utility level”- In the light of this statement, explain the various approaches of social welfare functions. How does public intervention can meet the problems associated with negative externalities?
(ii) Explain with example how collective decision making is distinct from individual decisions making? On what basis an individual ranks various social state?

2. What do you mean by the term “market failure”? Give an account of the factors causing market failure? What kind of state intervention is required to address the problems associated with Monopoly Power?

Section B

Answer the following questions in about 400 words each. Each question carries 12marks.

3. State the features of local public goods and services. Do you think that ‘citizen- consumer choice’ is ignored by the local governments? Give illustration.

4. Distinguish between public expenditure and private expenditure. To what extent public expenditure should be incurred? Explain the theory of maximum social advantages advanced by H. Dalton in this regard.

5. Write short note on following:

(i) Global peace index
(ii) Nash equilibrium
(iii) Dual federalism
(iv) Sink Costs

6. What is fiscal deficit? Explain the various ways through which fiscal deficit is financed.

7. What do you understand by the term ‘Macro Economic instabilities’? Which policy instruments would you like to suggest for stablishing an economy suffering from macroeconomics shocks?

SECTION A

Answer the following questions in about 700 words each.

1. Define Externalities. Present a brief about types of externalities. Explain how internalisation of negative externalities could be a solution to externalities through the instruments of taxation and property rights.
2. a) Explain the scope of mechanism design relating it to implementation theory and game theory.
b) Illustrate some applications of ‘mechanism design’ with an identification of their attendant problems.

SECTION B

Answer the following questions in about 400 words each.

3. Explain how by redistribution, a socially more desired welfare level can be attained by considering the Utility Possibility Frontier.
4. Outline how imperfect competition leads to welfare loss stating the policy options open to government to rectify the situation.
5. Describe the Nozick’s ‘entitlement theory’ and the theory of ‘justice in distribution’.
6. Discuss the public debt situation of India. Is there a way to finance the deficit in the government budget? How?
7. Write short notes on the following:
a. Multi-part Tarif
b. Public Goods
c. Median Voter Theorem

प्रत्येक प्रश्न का उत्तर लगभग 700 शब्दों में देना है। इस खंड का प्रत्येक प्रश्न 20 अंक का है।

1. (i) "समाज का समग्र कल्याण आवश्यक रुप से वैयक्तिक उपयोगिता स्तर पर निर्भर करता है" इस कथन के आलोक में सामाजिक कल्याण फलन के विभिन्न दृष्टिकोणों की व्याख्या करें। सरकारी हस्तक्षेप किस प्रकार से नकारात्मक बाह्यताओं से जुड़ी समस्याओं का मुकाबला कर सकता है?
(ii) सार्वजनिक निर्णयन किस प्रकार वैयक्तिक निर्णयन से मिन्न प्रकार का होता है? सोदाहरण समझायें। व्यक्ति किस आधार पर सामाजिक अवस्थाओं (social status) को श्रेणीबद्ध करता है?

2. बाजार विफलता से आपका क्या आशय है? बाजार विफलताओं का लेखा जोखा दें। एकाधिकारी शक्ति से जुड़ी समस्याओं से निपटने के लिए किस प्रकार के राज्य हस्तक्षेप की आवश्यकता होती है?

खंड – ख

प्रत्येक प्रश्न का उत्तर लगभग 500 शब्दों में देना है। इस खंड का प्रत्येक प्रश्न 12 अंक का है।

3. स्थानीय सार्वजनिक वस्तुओं एवं सेवाओं की विशेषताओं को बतायें। क्या आप ऐसा मानते हो कि नागरिक उपभोक्ता चयन की स्थानीय सरकारों द्वारा अनदेखी की जाती है? उदाहरण देते हुए व्याख्या करें।

4. सार्वजनिक व्यय एवं निजी व्यय में अंतर बतायें। सार्वजनिक व्यय किस सीमा तक किया जा सकता है? इस संबंध में एच डाल्टन द्वारा प्रतिपादित अधिकतम सामाजिक लाभ सिद्धांत की व्याख्या करें।

5. निम्नलिखित पर संक्षिप्त नोट लिखें

(i) वैश्विक शांति निर्देशांक
(ii) नाश संतुलन
(iii) दोहरा संघवाद
(iv) डूबती हुई लागतें

6. वित्तीय घाटा क्या है? किन किन उपायों द्वारा घाटे की वित्त व्यवस्था का वितीयमान किया जा सकता है?

7. आप 'समष्टिगत आर्थिक अस्थिरताओं से क्या समझते हो? आप समष्टिगत आर्थिक आघातों (shocks) से पीड़ित अर्थव्यवस्था को स्थिरता प्रदान करने हेतु किन नीतिगत संयंत्रों का सुझाव देंगें?

भाग क

1) बाह्यताओं को परिभाषित कीजिए । बाह्यताओं के प्रकारों का संक्षिप्त विवरण प्रस्तुत कीजिए। कराधान और संपत्ति अधिकारों के साधनों के माध्यम से नकारात्मक बाह्यताओं का आंतरीकरणबाह्यताओं का समाधान कैसे हो सकता है, इसकी व्याख्या कीजिए।

2) अ) कार्यान्वयन सिद्धांत और यूत सिद्धांत से संबंधित क्रियाविधि अभिकल्प के कार्यक्षेत्र की व्याख्या कीजिए।
ब) यांत्रिक अभिकल्प (क्रियाविधिअभिकल्प) के कुछ अनुप्रयोगों को उनकी सहवर्ती समस्याओं की पहचान के साथ सोदाहरण स्पष्ट कीजिए।

भाग ख

3) समझाइए कि कैसे पुनर्वितरण द्वारा उपयोगिता संभावना सीमा पर विचार करके सामाजिक रूप से अधिक वांछित क्षेम स्तर प्राप्त किया जा सकता है?

4) स्थिति को सही करने के लिए सरकार के समक्ष खुले नीतिगत विकल्पों को बताते हुए रेखांकित करें कि कैसे अपूर्ण प्रतिस्पर्धा क्षेम (कल्याण) हानि की ओर ले जाती है?

5) नॉज़िक के वैधानिक अधिकार सिद्धांत और वितरण में न्याय के सिद्धांत का वर्णन कीजिए।

6) भारत की सार्वजनिक ऋण स्थिति की विवेचना कीजिए। क्या सरकारी बजट में घाटे के वित्तपोषण का कोई तरीका है? कैसे?
