Floods are the most ubiquitous, recurring, widespread and disastrous natural phenomenon and hazards in the world. India is one of the worst flood affected countries after Bangladesh. Nearly 1/8th of the geographical area of India is flood prone. The state of west Bengal falling within the Brahmaputra- Ganga-Padma/ Bhagirathi and Subarnrekha river system is highly prone to floods and this has become an annual feature, though of varying intensities and magnitudes.
