Project Samarth is about the memorandum signed between the Govt. of Bihar and IGNOU to set up an information communication technology in Bihar to empower the youth, Govt. employees, and in-service teachers in various fields and bring good exposure by developing their skills. So, this program aims to train about 10 lakh people in the next six years via extensive use of information technology and e-learning tools.

Why did the Samarth Project Come into the Picture?

Bihar was one of the states with low literacy rates(census 2011). The Samarth Project was brought into the picture to boost the literacy rate and improve the people's economic status.

Though the situation is improved now, this project is introduced to develop the state's youth and government employees' skills to get more help professionally and shine well in their careers.

Some of the Growth Drivers of this Project are

Globalization led to many new industrial verticals spurt in Bihar, but the problem was the lack of skilled people. So through this project, the youths are trained to get employment opportunities.

Many untrained primary teachers are waiting to get the certification program - Diploma in Primary education, which has been made mandatory by GoB. So Samarth covers this category of people also. It provides the necessary training and ensures that the teachers get placed.

Bihar govt. has envisioned providing job employment and self-employment to over 1,25,000 youth every year. Distance education and relevant job training will help greatly.

These were the main objectives that the Bihar government had in its manifesto. So it signed an agreement with IGNOU to deliver professional training and certification to the untrained teachers of nearly 200000 for six years, which is how the Samarth project came into the picture.

Objectives of Project Samarth:

As mentioned earlier, this project aims to improve Bihar's human development index using potential programs targeting various groups in the state.

The main objectives of this project are

  • Empower the youth of Bihar: To train and certify at least 5 Lakh youth of Bihar on Market Driver Vocational courses in a period of 6 years.
  • Fast track certification program for 2,45000 teachers.
  • Training sessions for Govt. Employees, which involves Training the Anganwadi Workers.
  • Deliver ICT Training to Govt. Employees
  • Training different Target Groups like members of Panchayats, farmers, Disaster Management, Teachers, Health Personnel, etc
  • Fast Track Certification Program for 245,000 teachers: where they train the untrained primary teachers through Diploma certification in primary education in 3 Yrs. as against the 6years' program that the Bihar govt has signed with IGNOU and the in-service secondary school teachers on various IGNOU courses.

So, these are the main objectives of the Samarth project.
